My sister was born in Prague in 2001 to parents on long-term residence permits. She has a Vietnamese passport and a Czech permanent residence. Is there a path to citizenship that does not involve the language exam my parents failed twice?

Not a Czech lawyer, but: born in Czechia to permanent residents before 2014 usually means a simplified declaration route for citizenship, and the language exam is at B1, which is lower than the standard route. Check the 2014 Citizenship Act, section 35. Your sister should apply before she turns 21 if she can.
